JICA assists Sri Lanka to upgrade Power Transmission Network

The National Transmission and Distribution Network Development and Efficiency ImprovementProject will come into operation with a Rs.26 Billion (JPY 24.93 billion) concessional loan from theGovernment of Japan through the Japan International Cooperation Agency (JICA). A LoanAgreement signed on 11 August 2015 by Dr. R.H.S. Samarathunga, Secretary, Ministry of Finance,and Mr. Kiyoshi Amada, Chief Representative of JICA Sri Lanka Office. The concessional loan is at0.3% p.a interest with a 40 years repayment period. The Project aims to improve the productivityof Sri Lanka’s National Grid and aid the growth of the country’s economy.The increase in efficiency of the National Grid will be achieved through the introduction of low loss power transmission and distribution lines and construction of new substations in the WesternProvince including Greater Colombo, Central Province and the North Central Province.

The main components of the Project comprise of the construction of a 220/132kV switchingStation and the 132/33kV Kirindiwela Grid Substation with related 132kV and 220kV TransmissionLines. Construction will also be carried out on a 132kV Thulhiriya–Veyangoda Transmission Line;132kV Battaramulla Grid Substation and a 220kV Kotmale – New Polpitiya Transmission Line.The project will also undertake capacity enhancement of 132kV Kolonnawa–Pannipitiya; 132kVPannipitiya – Ratmalana, and the 132kV Polpitiya – New Habarana Transmission Lines.
Two Underground Electricity Distribution lines in Dehiwala-Mount Lavinia area and Battaramullawill also add to the efficiency of the National Grid.The Ceylon Electricity Board (CEB) under Ministry of Power and Energy will implement the project.JICA is one of the foremost development partners of Sri Lanka and has contributed extensively tothe growth of the power sector in the island. The most recent projects are the on-going JICA supported Greater Colombo Transmission and Loss Reduction Project and Habarana to Veyangoda Transmission Line Project. The Upper Kotmale Hydro Power Project, Samanalawewa, Kukuleganga Hydropower Stations, Kelanitissa Power Station, Vavuniya to Kilinochchi Transmission Line and Colombo City Distribution Line Project were seminal power sector projects supported by JICA.Construction of a new 6-lane bridge across the Kelani River at Peliyagoda is also one of the major projects being implemented under the Official Development Assistance of Japan.
